ECIPES27 (European Cohesion by Individual, Public and Entrepreneurs Support for the EU‑27) is a proposal for developing and implementing a pilot programme in which the Commission would directly support, through digitalisation, up to 17 % of the EU population, 50 % of all EU municipalities and 1 million young people (aged 18-25), thereby reducing administrative costs to 3-5 % (for project monitoring and evaluation).
1. Given that 63 % of EU citizens want a single, secure digital ID for their online services, according to a recent Eurobarometer survey(1), would the Commission consider adopting a new cooperative approach involving EU citizens, mayors and the younger generation, in order to support them directly by using their future single, secure digital ID to offer them the possibility of benefiting from ECIPES27?
2. In the context of the EU’s common response to the COVID-19 crisis, including the vaccination campaign, citizens expect similar success in economic and social areas, via innovative programmes such as ECIPES27(2). Could the Commission implement the programme rapidly?
3. Young people are the most affected by the COVID-19 crisis in the labour market(3). How could the Commission empower young people to ensure a digital and ecological transition through ECIPES27, in the knowledge that their generation will pay for the Recovery and Resilience Facility and Next Generation EU debts until 2058(4)?
